New Fine to Owners of Vacant Buildings?

The Pittsburgh Post-Gazette reported that the City of Pittsburgh is considering a new fine (up to $300 a day) for owners of vacant buildings that have not submitted a plan to demolish, board up, or rehabilitate the building.

Isn’t there a better way to create incentives for individuals and corporations to put money into properties?

    I think it’s a great idea. Empty buildings are a big problem. How long should a building be allowed to stand empty? Of course, there should be reasonable time periods when a property can be empty and unused. Say for a year. It is my understanding that right now there are tax abatements for empty buildings. If that is the case, then we have been encouraging letting these buildings stand empty.
