A for Effort, C for Execution?

The Mayor’s plan to seize crime ridden properties from landlords, detailed in today’s Pittsburgh Post-Gazette here, reminds me of the lawsuits from the music industry to stop the illegal distribution of music.

A great idea in theory, but poorly executed.  At least that’s my impression after reading the Post-Gazette article.  I’m not sure who to believe, and my guess is that there is some truth to both sides of the story.  The Mayor’s office can’t be happy about that coverage.

Lawsuits, fines, and seizures are a nice stick to threaten absent owners, but shouldn’t there also be some carrots (for the current owner to improve or a new owner to buy)?
